A bill is passed to create a modern sewage system in London as a result of the Great Stink, when the heat of the summer made the smell from sewage in the Thames unbearable.

大惡臭 是1858年7月至8月中倫敦發生的環境災難，當時大量排泄物和工業廢水未經處理直接排入泰晤士河，適逢夏季高溫，細菌滋生致使倫敦臭氣熏天。始建於17世紀的泰晤士河兩岸污水渠設計還不完善，又經兩個世紀老化，污水直接入河。問題累積多年未有嚴重影響，但污水渠系統升級方案遲遲未獲批准導致問題加劇。人們擔心污水形成的瘴氣會傳染疾病，亦認為事發前的三場霍亂與泰晤士河的狀況有關。
